In 2018, Ohio changed the rules that govern waiting lists for Developmental Disabilities services. A campaign called “Fix the List” was initiated to help educate the public about the rule changes in OAC 5123-9-04.
The Allen County Board sent two mailings to individuals on the waiting list in preparation for the waiting list changes. The new rule went into effect on September 1, 2018. Individuals who were on any waiver waiting list were moved to a transitional list by the Ohio Department of Developmental Disabilities. The new rule requires assessments of everyone on the transitional list to determine their needs. Individuals will be added to the new waiting list only if they have a current need that cannot be met with alternative services. We began the new required assessments on September 1, 2018. A new policy was adopted on September 25, 2018 and we hired a Medicaid Assessment Specialist for consistency in completion of all assessments. There is a two-year implementation period to assess all individuals on the transitional list. We will most often complete the new assessment at your next scheduled annual planning meeting.
